Missouri Prepares for A New Era of Legalized Wagering

After many years of failed legislative attempts, legal sports wagering has finally arrived in Missouri – great news for every fan of online sports betting. The state is set to welcome licensed online betting from both professional sports betting entities and casinos on the 1st December, 2025.

Licensing Framework and Market Landscape 

Amendment 2 allows for an expansive and structured online market with six mobile licenses going to retail casinos, two being untethered (accessible by operators without local partnerships), and six to professional sports entities. 

It had already been revealed this summer that Draft Kings and Circa Sports are the first two untethered licenses to operate in the MO in mid-August. So, both operators do not need to partner with the Missouri professional sports team or a retail casino in order to launch any online betting product. 

Other partnerships that have been announced or assumed to be part of the list include: 

  • bet365 with the St. Louis Cardinals (MLB).
  • BetMGM with Century Casinos. 
  • ESPN Bet with PENN Entertainment. 
  • Fanatics paired with Boyd Gaming. 
  • FanDuel with St. Louis CITY SC (MLS). 
  • Bally Bet will most likely apply and partner with Bally’s Kansas City Casino. 
  • Caesars is expected to obtain a license through its three MO casinos – Isle of Capri Casino Boonville, Horseshoe St. Louis, and Harrah’s Kansas City. 

There is no information yet on the partnerships Hard Rock Bet and BetRivers are likely to secure but we know that Underdog has applied for license with no announcement on any partnership yet. Once it begins operating, Missouri is likely to have more online sportsbook than most states because of its expansive market structure.

On the 5th of December, 2024, the then-Secretary of State – Jay Ashcroft – announced the election results and Amendment 2 was officially added to the state’s constitution. Here is a concise timeline that tracks how Amendment 2 came about:

Rules, Restrictions, and Responsible Play 

Some of the rules drafted by the MGC include:

  • The minimum age for sports betting is 21 years old. 
  • Sportsbook operators are required to pay 10% of their gross revenue annually in taxes. 
  • Missouri’s six professional sports franchises can only apply to get a license to partner with an online sportsbook operator and host a retail sportsbook.  
  • The state can award two more untethered licenses to entities that are not connected to a team or casino.
